xx:xx is extremely ambiguous. It could be minutes and seconds, hours and
minutes, a time, etc. When prefixed with a date, its clear that you are
dealing with hours and minutes rather than minutes and seconds. One of SDL's
design goals is that the literals be clear and unambiguous, even if you don't
know the language spec.</span></font></p>
